This is a friend’s comic and well, he can describe what it’s about better than I can:

Sam, the Decider follows the adventures of an adorable little robot that has been sent to Earth to judge humanity.  Sam starts in an office building, teams up with a couple of Night Janitors, and starts judging – one human at a time.
